Major Development: China's National Energy Administration Launches First Batch of Hydrogen Pilot Projects in the Energy Sector
Release time:
Nov 13,2025
On October 14, the National Energy Administration (NEA) officially launched the first batch of hydrogen pilot programs, designed to advance the integration of hydrogen into China’s energy sector.
Following a rigorous expert review process, the NEA gave approval to 41 demonstration projects across the country. These include large-scale initiatives such as the wind-solar-hydrogen integrated production and green ammonia synthesis project by Shenneng in Etuoke Banner, Inner Mongolia, as well as a series of hydrogen coupling application projects in nine regions—including Changchun, Songyuan, and Baicheng in Jilin Province.
These pilot programs represent a significant milestone in China’s strategy to develop a comprehensive hydrogen energy ecosystem covering the entire chain of production, storage, transportation, and utilization.
